Even if you set a high Target CPM, your ad may not receive any impressions if targeting is too broad. To add the audiences you have created, simply go to the "Audiences" tab and add them individually. This method of targeting is the one I use most frequently with great success.
To get started, confidently head to the Audience Manager section located in the Shared Library. Here, you will create new and relevant audiences that can include visitors to a competitor's website or a similar site, people who have recently searched for related keywords, or those who tend to frequently purchase products related to the relevant search terms.

Including Google's Smart GDN and Smart Shopping campaigns alongside Smart Video Campaigns would provide an even greater benefit. It is possible that Google will offer this to advertisers in the near future.
